User Layer only/user layer at boot

add the ability to use the console only on the user layer. also add possibility to select which layer will be selected when launching the console, without locking.

it will be useful when the console is used by those who do not understand the console, leaving a layer from which it is impossible to escape accidentally.

maybe a users system.

I think it can be done by analogy with other consoles.
