F1-F3 Custom Control Tap Time

Is this a bug or have I missed something? I have set the F1-F3 buttons to be Custom Controls. One of my CC buttons is for delay tap time. It works on the standard CC button, but doesn't appear to work on F1-F3. No blinking button and tapping the button doesn't change the value.
